The ability to stabilize energy costs with self-generation is essential for the economic health of the agricultural economy in California.

We understand the utilities have proposed a net billing version of meter aggregation to replace NEMA that would treat all generation as exports, compensated at export rates from the Avoided Cost Calculator. This would effectively make the NEMA tariff unusable.

The vast majority of agricultural customers pursuing solar and storage do so with meter aggregation. It’s a simple fact that nearly all farms have multiple electric meters. If a customer cannot aggregate the load of those meters for solar credit purposes, on-site solar does not work. 

We urge you to ensure that any future version of NEMA includes netting of the combined usage of all meters in every billing interval.
